Why are submixes not set to Solo Isolate by default?

As the title says. I would think that submixes should be set to Solo Isolate by default. This allows you to solo a submix track without also having to solo the group.

In other DAWs this is called 'solo exemption' and is on by default for groups and auxes.

Is there a good reason for this?
