That's how it's always been defined. No one ever said it had to be 100% synths or nothing, and electronic includes the use of samples, tape loops, field recordings too. Are you talking about "EDM" or electronic music in general? There have been quite a few artist that have purely used synths sometime before Jarre. Raymond Scott is the first to come to my mind.
