I have just found the Level Crossover but cannot see how it works. I had three bands in the Band (crossover) Editor and changed the mode to "Level Crossover", with a value of -12 dB:

What is this graphic telling me and what happens to the audio in each of the three bands? Do the pan and volume adjustments for each band still work?

It's pretty useless without a mod.
Use a level mod on the vertical line (value).
Now watch it move up and down. It's kind of like a level meter with right being the loudest.
Now look at your crossover, this is like a threshold. When the level moves into the next band the audio stops playing in the previous band.

Example of use: Get a drum loop. Set up in 2 bands.
Leave upper band clean and put a delay on the low band. Now set the crossover (threshold) so that the kick and snare cross the threshold and have no delay applied but the hi hats and other lower level sounds get processed by the delay.

DarkStar. Yes the pan and level work in the bands.

Worth mentioning that using the level crossover is completely transparent.

Next question:

In MXXX, I have 3 Bands and the Crossover Level with a Slope of 100% and modulated by a Follower (as in jmg8's video). I added MMultiAnalyzer to each band. I sent in a sine wave and see the following:

Image >>> http://i.imgur.com/urq4R7V.png

(i) the level in the Band Editor (Crossover Editor?) is registering at the upped end of the Band 2, that is about -11 dB (see (A))
(ii) the Level Crossover is set to 100% but there is a significant level of audio getting through in Band 3 as can bee see in the analysis graph and the band meters; shouldn't that be silent?
(iii) the level in the Analyzer is about -27dB (see (B))
(iv) the level in the Band meters, for Band 2, is about -21dB (see (C))
(v) the peak level in the Host was -19dB (same as the Plug-in's Out meter).

What am I missing? Shouldn't each of these levels be the same?

No they shouldn't be the same.
There was a conversation on this forum with Vojtech a month or so ago where he explained that frequency graph (B) will not read the exact same as the meters (C) because of frequency distribution.
Also, even at 100% slope there will still be a little bleed between bands to aid smoothing, as with out it would cause pops (i'm guessing)
So to me everything looks normal there.
