Modulate effects/instruments in racks

How do I setup modulation for the contents of racks?
When I connect the parameter event generator to the rack it has gain, etc and the meta parameters but if I set one of the effects or synth's controls in the rack to one of the 32 meta parameters up the top of the modulator window it isn't displayed in the parameter event generator and connecting an lfo etc doesn't effect it.
I know this can be done with MIDI ccs but is there a way of doing it with the parameter event generator?

Best to combine the parameter event generator and the target module into a MUX in a rack slot.
