I can understand the mod envelopes doing that as there is no way to know what it will modulate. But the pitch envelopes in MPS are fixed to pitch.

The pitch envelope is configurable, so the sustain value would have to take into account the pitch envelope scale. I'm guessing the best you could hope for is a percentage... which isn't as useful as you'd like i guess.

Simple answer : crosscompatibility
. The ADSR subsystem is independent on "what it is used for". After all there may be an ADSR used for multiple units at once
...
