Regarding remixing audio from video, just strip the audio from the video (so many ways of doing this it numbs my head. Just google it). Then make sure you have the audio in whatever format/resolution you need to work with. You'd then be able to sample/cut/do whatever it is you'd like to the audio.
Knowing what it takes to create a media player, a video player isn't a overnight problem. Not to mention, how many codecs should be supported and what features to implement.
Mulab is a Digital AUDIO Workstation. Not a video editor. With some basic maths you could easily time the music to the video (for example, 120 BPM is 2 beats per second. This means every 2 beats would equate to a second in the video. So take the amount of seconds in the video , double it, and voila you have the beat that the time interval in the video lands on).
It would indeed be very useful but it's not a practical implementation.
