LFO1 on layer vs LFO1 page

I set an LFO (1) up in the matrix and put the amount value to max (in the matrix using the knob) then I went to LFO1 layer1 speed control.. zero effect.

Then I went to LFO1 page and speed worked fine. Should these not mirror each other. It is very un-intuitive that the LFO1 parameters on the synth layer page do not respond as one should expect.

This is 2.7 version and forgive me if this has been resolved in 2.8 (the updater of which I was having some problems with and I never had time for a full re-install)
