Yeah that's more of what I mean. I'm not familiar enough with early IDM to say if no one else was doing it or not, but I don't know if anyone was using stutter edits on musical phrases the way he has back then (see his TBU album). He didn't invent the effect, but he definitely gave it a unique, musical character that became an indistinguishable part of his sound. I feel like in the midst of his well-earned feelings of accomplishment over his personal innovations he can occasionally get carried away and proclaim that he's obtained firsts where he hasn't (even if he's put them together in a way that's unique). I'm pretty sure 80% of what he was saying BreakTweaker was the absolute first to do (high-resolution beat subdividing past the 16th and advanced polymetrics) have been achieved many times elsewhere before, but I can grant that that instrument does it's thing better than everything else of its kind, even if it wasn't the first to do them.
Anyways, he's an interesting fellow, appears to maintain quite a free spirit in the midst of his tremendous experience (I think the best way to describe him is as a personification of the phrase "musical freedom") and his sound been a huge inspiration to me for years now. I really hope I get to meet him one day, after my music has hopefully caught his attention
