I was looking for an easy way to use alternative tuning files with MuLab and Reaktor, such as the files produced by http://www.huygens-fokker.org/scala/. The only thing I could find was an older plugin called MicroTuner, part of http://www.phreque.com/tobybear/midibag.zip. While it seems to load the tuning file fine, the plugin does not affect the tuning of the instrument below it in a rack. The old documentation on archive.org says that it should work with any instrument that accept note and pitchbend "on all channels". I'm not sure what this last phrase means. Is there any reason why it shouldn't work in MuLab with MuLab instruments?
More generally--is there an easy way to work with alternative tunings in MuLab?

Using a microtuning VST in MuLab?

Put an Event Monitor after the event out on the VST to see what it's doing.
MuLab does not support micro-tuning itself and nor do most VSTs, so you need to use something like the approach mentioned: pitch bend and note events. It may be that MicroTuner is using all 16 MIDI channels on output to avoid overlapping notes having their pitches affected by the pitch bend. In which case, you need the note (and pitch bend) to be process by an instrument that is expecting notes (and pitch bend) on all 16 MIDI channels - rather than just one, which is the case with many (if not most) instruments.

Adding the event monitor as you suggested, pljones, was helpful. I could see the pitchbend info being sent when the VST was on and not when it was off. This lead me to listen to more of the tunings and I could hear a difference. In many cases it was more subtle than I had expected it would be.
