Yesterday I bought Panman from Soundtoys for $59 and today they announce a price drop for Panman valid for the next 2 days. The cost for Panman today and tomorrow is $29
..talk about bad timing.

WOW! Mine upgrade costs $145, and I own Little AlterBoy 5, Little Radiator 5, Sie-Q 5, Tremolator 5, Devil-Loc, Little MicroShift & Little PrimalTap. I have Tremolator and Sie-Q and it only gives me the option to upgrade/surrender one of the licenses. I can do either Tremolator or Sie-Q, but not both. They refunded the balance to me straight away. So by this I just got myself the whole Soundtoys 5 bundle at a very good price.
for Deviloc + Little Radiator + Little PrimalTap (all v4) my upgrade price is $210.00
for Deviloc + Little Radiator + Little PrimalTap (all v4) + Tremolator 5 (v5) + Sie-Q 5 (v5) my upgrade price is $185.00

It's weird. That's how it used to be for me. Now, however, when I go to purchase I can select the plugins that I want to trade in. I have SiEQ, Tremolator, Little Altar Boy, and EchoBoy. Although I have EchoBoy Jr. as well as it came with EchoBoy, it's not a separate product.
What I find interesting is that they do not all offer the same discount. The best two product discount is from EchoBoy and LittleAltarBoy which gets me to $155. With all four I can get to $135. Tremolator and SiEQ each add $10 to the discount.
Without EchoBoy my discount price is $180 meaning that EchoBoy is responsible for $45 worth of discount. which is awesome, since I only paid $49 for it so I'm pretty much getting my money back if I go for the bundle.
But, this is about the third time that they've been on sale this year, AND, they have a history of giving away plugins once a year or so to drive new customer acquisition. So, I'll probably wait...again...
I don't know, but, I would guess that PanMan will probably not take $29 or more off the bundle price unless you don't have very many of their plugins, e.g., one or two.

I've seen crossgrade offers from Ozone to Neutron several times, but never saw the other way around. Has there been any in the past?

I can think of several possibilities. As I said before, it could be that the trade-in value varies depending on whether you purchased the plugin or got it for free. It could also be a function of when you got the plugin.
