I can confirm same experience–across multiple machines including a 12 core trash can over several months. cpu showing 20-30% but choking. Plugin Alliance Acme, Softube console (the worst), but also Slate, Kush, and others. I'm on apollo 8 quad tb2. I may have had better performance using my Dangerous Source usb out, could be thunderbolt issue. Also not having chrome open may have helped, though there was no sure remedy. On most of these projects I wouldn't have more than 8 tracks.

I move between daws a lot so I've given bws a rest until performance improves

Does that happen on a freshly loaded, empty project too? Can the equivalent of a DPC latency test me made on a MAC? Maybe some driver update you did keeps requesting the CPU causing those spikes?

The behavior has largely cleared up for me by avoiding certain VSTs (especially VST3s), but it has been extremely frustrating, and I use Logic when I want something stable. That said, I am in the middle of trying to compose a song with Bitwig and everything is behaving so far (well, except for trying to use Antares Auto Tune EFX just now, that VST causes the spiking for me EDIT - reinstalled (new version?) and this VST3 works now.).

For vocals, sure, you might have a point, but it can be an interesting effect if used in other ways.
