Step sequencer maximum value and pitch quantization

I am trying to modulate pitch in MPowersynth with a step sequencer modulator but come across some difficulties.

In the step sequencer I have quantization set to 13. The modulator has a pitch interval of 0 and +12. I've created a step to go to pitch +7. But this does not happen. Instead it goes to pitch +12. Is there a way to fix this?

Right click and uncheck normalize
