Clearly that won't work unless the timing of all the notes are pretty accurate to begin with. If a note is close to say the 1/6 note position from the bar boundary, it will be quantized to the 1/6 note position in that case.
That would match neither the 16th note nor the 8th note triplet boundary.

it would be like quantizing to 32nd notes when what you really want is 8th notes. Some notes may quantize properly if the timing was accurate enough to begin with, but others won't.

Anyway, hope the explanation was clear.

For 1/12 beat (48th note) quantization to work, the recorded notes would need to be accurate to such a degree that they are no more than 1/96 of a note earlier than and no more than 1/96 of a note later than the intended note.
