Repro-1 graphical glitch in Reaper

You are using a very old version - Repro-1 1.0 (revision 5332). Current version is Repro 1.1 (revision 6794).

I suggest the OP:
1. Backup your RePro-1/5 Presets, any controller mappings, etc.
2. Delete everything
3. Reinstall RePro
4. Restore anything you backed up

Yes, this is an installation issue.
This is what happens if you had the previous version 5332 installed, then installed the new version, but probably did not update all plugin formats you had previously installed. So, you might have had both, VST2 and VST3 installed previously, but during updating you only chose one of the formats.
You can try running the installer again, but this time choose to update all plugin formats which you have installed.
If this doesn't help, then the best solution is what Funkybot already suggested:
* backup your presets
* then remove all files and do a fresh installation
