The only thing I can think of is you're trying to install into Program Files and W10 permissions doesn't like that. Have you tried the suggested workarounds in this thread?

Hmm, if an installer hangs on Windows, it sometimes already helps to simply do a reboot and then try again.
Or maybe deactivate any malware/antivirus realtime scanners (like Windows Defender) temporarily and then try the installation again. Those scanners are a usual suspect when it comes to installer problems.

I have rebooted. I have disabled my anti-virus. I also deleted the installer I had downloaded and dl'ed another copy.

I have to try being an Administrator, if that is what you are implying. I am confused as the install goes about 60% before it hangs up and stops. And it always stops on the SEQ-Steplength-01.png file.

Really weird stuff.
A bit clueless, but have some more suggestions:
Can you try installing it to a different location on your computer, see if the installer succeeds then?
Or try right-clicking the installer and choose "run as administrator".
Or try using a different unpacker tool (like 7zip). Maybe the unpacker you are using to extract the files from the zip file is damaging this one file during the process.
Or try clearing your browser cache, then download the installer again. Maybe it was damaged during download, and when you attempted to download it again, it simply restored the file from the cache instead of downloading it again.
Or do you have access to a different computer where you could try the installation?

I am at wits end. I have tried winzip, 7 zip and a few others and still cannot get Repro 1 and 5 to get past this point...

Ive run as admin. ive tried only vst2. i have 500 gb left on my c drive so it isn't space.
ive downloaded fresh copies
always stops at the same point.
what do i do?

Run Diskchk for errors, Defrag too (even if you are on an SSD)
Try downloading to desktop, or a location other than downloads. Even a different drive.
Download to USB drive.
If for some reason you have an unreadable sector, that might explain the point being same each time.
I know you rebooted, definitely reboot again between steps.
If you can, see if the installer works on another computer.
(with the sector theory) Symlink the target directory.

hung up on install at the same point I am hanging up going from C drive.
