Oh, don't get me wrong, as I say, I don't for a second believe that they won't offer a lower price because that's how you sop up all of that extra "consumer surplus." However, companies do change their business practices and it wouldn't surprise me if Arturia is trying to do that here, only time will tell. Even if they are, however, the language doesn't preclude the same offer being reused.
That said, if they do eventually offer a lower price, expect a shit-storm of pissy whining here on KVR about how they "promised."

I am just not finding "holes" that Arturia's new V would fill for $200. For $99 I would "finish" my collection because I am a completist. Otherwise, I am happy where I am in not getting it.

Just out of interest, how often do Arturia release a new V collection?
Perhaps the smarter approach is to to just upgrade alternate versions, much the same as many people do with Komplete.

I actually skipped V5 and if V6 doesn't go on sale for $99 then I'll skip it as well.

Hi can someone help, I ordered Seaweed Fathom via KVR marketplace ($5 offer), originally I was going to pay by paypal, but the email with invoice took a while to get to me so in that time I did another order for it and paid instantly via credit card which went through fine
However i since then got the paypal invoice email! And just now a reminder too.
Can i just ignore this? Can someone cancel the invoice? And how do you get in touch with marketplace directly?

There's nothing explicit, because its just a play on language. Even if they are, however, that language doesn't preclude them offering the same price again.
The same deal will be available later, so no pressure to upgrade now. Plus there's a chance as many have said, that the upgrade deal might be cheaper later.
For everyone not upgrading, this could still be cheaper later once the same deal is offered through vendors like JRR. I think since v4, the collection has been offered for $250 at various times throughout the year.

I don't see that as not being explicit. Certainly a lower price would make the statement true when delivered with the lower price, but, it would have made the previous assertion of "best" false given that nothing else has changed. "will ever" is pretty explicit here. If one were to take that statement seriously then I don't see how they could offer a lower price on the same release at any time in the future without invalidating their previous statement.Your previous version entitle you to the best offer you will ever receive.
Of course, if by good you mean from the POV of the vendor. From the consumer's point of view it's a sleazy FOMO tactic like furniture stores losing their lease., but interpretation aside, this is just good marketing and getting people to think they must do this now or miss out forever.

The only thing guaranteed and as stated by others previously is that your previous purchase guarantees you to receive the lowest price. End of story. The moment you start focusing on smaller portions of that statement is the same moment you've taken things out of context.
Someone remind me not quote ghettosynth without a set of vodka shots next to me because we all know the next response will be book-length without being book worthy.
