Melda Production meq or mfilter. Use the banks mode with interpolation turned off. You build your own filters with the amount of steps you want. I use it all the time for reggae/dub mixes.

Reaktor filters will do this if you don't add any parameter smoothing.
If doing this in Reaktor though I'd use blocks and go Macro knobs -> Digilog quantizer -> mod input controlling Monark filter. Lovely filter, and can use the scale settings to tweak the step spacing.

Melda MFilter or even the plain MEqualizer(if you pay for the upgrade) will do this. In this video I show how to do it.

MFilter has more filter types and options, so you might want to use that or just pay for the Melda basic bundle and get MEqualizer if you want to use the other plugins included.
