he didn't say they where bug free.
he said obviously the bug wasn't universal, ie it only effected a small number(1 we know of) so must have been something that didn't effect beta testers, which a universal bug would of course.

Ditto here. I was an early upgrader for Waveform 8 last year, but continued to use T7 for a while because Waveform 8 still had a bunch of issues. I think the Tracktion folks may have been preoccupied with the various problems that the new included Collective sampler instrument was having. Waveform 8 eventually became decently stable after folks (including myself) had found and reported various bugs which the Tracktion team acknowledged and addressed. Sadly, some of those bugs in Waveform had been around since earlier versions of the DAW, and some reported issues I believe may still be unaddressed.
Some of the bugs have to do with the Juce framework itself; fixes to Juce are independent of fixes to the DAW. I'm not sure if the latest version of the DAW is even using the latest version of the Juce framework.
When bugs are fixed in the latest version of Tracktion's DAW, I do not believe that the fixes are retroactively applied to the previous versions of the DAWs, so updating to the next major version of the DAW is required just to get the latest bug fixes. Eventually the older versions of the DAW are made available as freeware, and so there is no good business reason to fix bugs in those free, as-is versions.
Regarding that extra $2.50 transaction fee, the Tracktion folks admitted that it is a fee that was averaged out to cover a Paypal fee. In some jurisdictions (e.g. the UK), Tracktion could actually be in violation for passing the Paypal transaction fee on to its customers.
So this time around, despite how enticing the new Waveform 9 features look, I will wait until the last big Waveform 9 sale before Waveform 10 is announced. By that time, Waveform 9 should be as hardened as it will ever be, and it should be available at the best price it will ever be. Or I could just skip Waveform 9 altogether and repeat this same stance when Waveform 10 is finally released.

You never know - could be a bug that only happens under very rare conditions... if you can be arsed it would probably best to send them a bug report including your crash log...

This is about where I'm at right now too . I could see them doing a point five release . They need to stop the new version every year and just release a point five release every other year .
