This is something I've heard said about Propellerhead... for the past 10 years. Whenever they have a sale or massive discount on something, everyone thinks it's dire times and they're desperate for sales. The thing is, nothing seems to correlate that. I think it's great that lots of people can use Reason now, but I've not seen these kind of discounts from a DAW dev before.
It just seems really desperate IMO.
Major versions are always the same upgrade price, and the MSRP is always the same. They'll throw in periodic sales for them, because business 101. Everyone does it at some point. But if times were as dire as everyone seems to think, they would have permanently reduced all prices a long time ago, and it's unlikely they would have scored a venture capital investment (they instead would have been sold outright to another company instead, such as Cakewalk being purchased by BandLab).
The upgrade deal that started this thread is literally for a small, select group of people. Them getting those people onto the full version of Reason only hooks potential future customers into a potential upgrade path as Reason continues to be updated. Frankly, it's smart.
