Waveform 9 on Windows 7 here.

One of my MIDI devices (roland APRO) will play VSTi quite happily, but for some reason will not record. Did not happen with W8 and does not happen with my other keyboard (Casio). Curiously, if on "merge notes when looping" the first pass is temporarily recorded (ie get sound-on-sound), but after stop is pressed nothing is retained at all when using the APRO.

Any ideas? Is there a setting to check?

MPE is an extension to the MIDI spec. If you don't know what it does, you almost definitely don't need it ;)

Not all midi controllers support it, or send MPE messages, most don't, so it's more likely than not that you don't need it on.
You've turned that button on, on that input, probably by accident, at some point, it doesn't default to on.

From the manual, about MPE - "Improved support for MPE (Multidimensional Polyphonic Expression).Some MIDI controllers allow the control pitch, timbre, and other nuances within each note. Controllers that use MPE include ROLI Seaboard, Roger Linn Designs LinnStrument, Haken Continuum, and Madrona Soundplane."

Thanks for that detailed response and link. I do not recall turning that on, but may have I guess. All good now. I might one day get one of those controllers and do a bit of faux b-bending and/or pedal steel (or not).
