I owned all the freebies + EchoBoy Jr so my upgrade to the V5 bundle is $70. That's merely dollars per plugin.

i'm almost sure SoundToys 6 is gonna be released soon. Then such deep discounts would make sense, since the upgrade to 6 would be another 100-150 and they would not lose anything.

From what i can tell v4 came out in 2010, v5 came out in 2016. Make of that what you will but it implies v6 is a long way off yet. They also had quite a significant grace period on the last upgrade too.
More likely, i reckon, is that they'll have another major plugin out soon with a discounted crossgrade for existing bundle owners.

While I already own Soundtoys 5, if I were to get it now and I did not have anything yet, I would look at getting it used for $200-$250 USD (based on past sales I've seen on KVR). To answer your second question, you do get a discount based on what you currently own, but I don't think you could get it for anything close to $200.
Many were able to get a great deal by jumping on-board their "Pay What You Wish” promotion in December 2015 where you could get Little Radiator, Little PrimalTap, Little MicroShift and Devil-Loc for as little as $1.
When I upgraded to Soundtoys 5 in in July 2016 during an upgrade sale, I had gotten 3 of the 4 plugins during the "Pay What You Wish” promotion plus one freebie (Little AlterBoy 5 on March 2015), and my upgrade was $135. If I would have paid $1 for the 3 plugins, total investment would have been $138 US. If someone would have gotten all 4 plugins (and no freebie), they probably would have had the same $135 upgrade promotional price.
EDIT: For reference, I've just checked my account and I have 4 plugins in my account in addition to Soundtoys 5 (EchoBoy Jr., Little Plate, Sie-Q, and Tremolator) and my upgrade fee is $170 as part of their current 50% off upgrade sale.

fwiw, last April I only had tremolator and sie-q, both of which I got for free during promos. I bought the upgrade to the full bundle for $169 which only showed tremolator as the upgrade path.

I'm not sure if whole bundle for 200$+ is overkill for me since I already have a lot of functionally overlapping plugins. I'll need to think about it, but in the end I think I'll maybe buy just Crystallizer.
