Can someone (not from IK) explain the difference between Amplitube 4 free/paid?

I disagree that the AT4 page is misleading as it does say what you get (not everyone will bother with the free version). But, yes, the wording could be clearer.

It's obviously not lying (because you get what it says you does). But suggesting that you are paying for 10 stompboxes instead of 1 is definitely misleading. It's also obviously intentional, given the extent to which IK reps go out of their way not to answer the question each time it has been asked (again, not lying, just not being up-front).
I appreciate that this also means the free version is generous. However, being disingenuous does not inspire confidence.

Immediately after I bought it, and I mean IMMEDIATELY, I went through ALL the items and found there were a few that I didn't get. Granted, not a ton of stuff. But nevertheless, it wasn't max. It was almost max.

Amplitube 4 free doesn't cost you money and doesn't sound as good as S-Gear.

The paid version unlocks some gears and some features.
The gears were mentioned, but there are other things, like insert fx, using stomps on rack, rack on stomps, and ultratuner.
The cab room and speaker selection used to be AT4-only, but now becomes free. That was the biggest drive to buy AT4 IMO. Maybe that's why they discount it very deep now.
With IK, it's easier to think the main numbered versions without any suffixes (AT4 and T-racks 5) mainly unlock features rather than gears. It's the other packs (deluxe, Max, etc.) that mainly unlock gears.

To say one unit sounds better than another can be very subjective because Ive used many products for a long time and have too many but they all Amplitube Sgear Guitar Rig 5 Kazrog Kuassa Bias FX all have things they can do that others cannot due to Fx and cab sounds. You can mix and match until your brain shatters. Some people like one better than another and really becomes workflow and the sound you are after.
