This is "Classic 1.X" theme that comes with Reaper! I have no idea why it displays that one. What if you try to switch to the Classic 1.X then back?
Using: Cubase Pro 15, Reason 13, Tascam US-4x4HR, MODX6, DM12D, LaunchKey 49, Yamaha guitar(Pacifica 612v) and bass (BB234) and some virtual instruments and synths.

i've tried every which way, all the other options work fine.
i've reinstalled it a few times on both my machines. weirdness...

What I would do is:
1. Back up all the songs/Drums maps/Reaper license ..etc
2. Take a note from the Resource Path (from the options menu - show Reaper resource path in explorer
3. Uninstall Reaper
4. Delete the Reaper folder that in the Resource path then
5. Install Reaper (latest)
Using: Cubase Pro 15, Reason 13, Tascam US-4x4HR, MODX6, DM12D, LaunchKey 49, Yamaha guitar(Pacifica 612v) and bass (BB234) and some virtual instruments and synths.

Could you share that?

I like that it's not dark.

Sure.

There are some additional toolbar icons I've made throughout the years, so make sure you copy them to your data/toolbar_icons folder (that whole folder as it is on my computer is packed in the archive).

You can try something else.

If you are in Windows go to your User/App Data/Roaming/REAPER/ColorThemes

This is where the theme's files are stored. You should see there at least three or fours files, with the extension ReaperThemeZip

If there aren't any, then copy manually the one you want there. Then, you should be able to see it in the Options > Themes menu and choose it.

Anyway, this is a weird behavior. I use REAPER in several computers and OSes and never saw such behavior.

BTW, the themes I use are all Imperial derived themes. Currently, I'm using Dark Side Imperial or Imperial 24, but I also use the Imperial LCS :)

ok, i'll give it another look in a little while...

Another thing you could try is run this action: "Theme development: Show theme tweak/configuration window" and verify that "image resource path" matches the theme you have loaded. If it doesn't, fix the path and click on Reload images.
