Wow, that's totally bizarre.
I have no idea why he would make it function like that.
So, considering that the modulator env follower has a built in level gate, then the levels crossover is basically no different to using a single-band envelope follower?

No.
First, it wouldn't make sense to have a mod follower attached as default. Although a follower is the most common way to use it, there is also other options like lfo, envelope, random and pitch.
Second, it is different than a single band follower because you can put two completely different FX in each band. Think about using it in MXXX, you could have loud parts have reverb and quite parts have unison.

Exactly! Not mentioning you may for instance use 3 different compressors, the less agressive in the first band, then more and more agressive in the higher bands, and the level crossover would then let you control the brutality of the compression. And that's just one example, things can get much more creative when you use say reverbs, delays etc...
Anyways that's the Spectrum crossover doesn't need any modulator or anything.

THAAAAAAAAAAT's how that works.
I was trying earlier today to do that very thing with the level crossover. Apparently I misunderstood how it works, but that's fine since coupling it with the level follower makes it do what I was looking for.
