Is it possible to make a pan envelope or automation clip in Waveform 9? I want it to seem like the sound is moving from one side to the other in a quasi-continuous way.
Or maybe third party plugins? Or edit the clip in another program and import it?

Yes, it's very easy. You just automate the volume/pan plugin. You can drag and drop the little "A" in the track onto the vol/pan plugin and select pan. Or you could do it with an LFO modifier.
The effect you're talking about is called autopan. There's a free autopan plugin called Pancake that might be even easier to use.
