I happened upon an interesting capability of MVocoder. By setting the bands' filters to high resonance and order, it creates a kind of reharmonization effect. It seems to be replacing the source audio's notes with its own notes produced by the filters.
I uploaded the preset to the Online Exchange, its called Slendro Filter. No modulator is used. The scale it produces is similar to the Indonesian gamelan scale slendro (a sort of equidistant pentatonic scale). The way MVocoder responds at these settings sounds fascinating to me (especially with a dreamy reverb or delay after it). Try sending various kinds of audio through it, from full mixes to sparse arrangements.
Changing the Bands parameter acheives different sets of notes, but I have only found a few other interesting ones so far. Using the Matrix and/or "EQ" one can select only certain bands/notes. I wasn't able yet to find a number of bands that would allow me to make a subset of it resulting in a 7 note equal tempered scale.
Anyhow, I was thinking it'd be great to see this developed into a new plugin, one that allows direct and ergonomic control over the notes/filters frequencies so that various scales (including microtonal) can be setup.

Looks like I'm able to put something together in MXXX that is similar, and with the note flexibility.
