I was auditioning Lethal and Sektor recently and was impressed by both to a degree.
Neither of them can output midi from arp/sequencer.
Synthmaster One and Synthmaster 2 can output from arp to track/vst.
Are there some others that come to mind that output midi from arp/sequencer or are able to be used as midi input for another instrument?
This would exclude Kontakt since it sends midi to outside world already.

I took a look at the manual and it looks like it can load midi files but I found no mention of midi output for arp or being able to trigger another vst.

Cthulhu is pretty good for what it does, but it isn't really a synth/rompler, although it can generate sound.
