I seem to only be able to drop 4 plugins on the master in T7. Is this the same with Waveform?

4 slots. But remember, each of those can be a rack loaded with whatever you like...

Wrap as many plugins you want to use on the master out in a rack, drop the rack on the master out.

Otherwise there is a four plugin limit there, yes. This gets discussed semi-regularly, it's an arbitrary limit because otherwise that bit of the gui gets really crowded. There's chat about upping it to six, as a compromise.

I've not yet seen a reason why that would improve on using a rack on the main output

I can see reasons to favour the rack approach. Put your standard top level plug-ins in a rack, call it Master1, and then you only have to make one addition rather than 4, assuming you hadn't already started with a template containing it. Nothing to stop you having a whole series of Master# racks.
[W10-64, T5/6/7/W8/9/10/11/12/13, 32(to W8)&64 all, Spike],[W7-32, T5/6/7/W8, Gina16] everything underused.

Racks are fine for processing but I like to throw a bunch of analyzers on a second screen. The more random meters I can look at, the more fun it is.
Linux version?

Putting them in a rack doesn't stop you throwing them on a second screen. Just crack on and do it.
