But my machine can barely even handle a single instance.
I have an 8700k with 16gig ddr4 running win 10 and bitwig
I get really bad performance and dsp perf spikes, both with repro1 and repro5, is this really normal?
I have tried turning on multithreading which makes things a little better but not much.
When I look at my resource manager I see that my cpu's etc are barely even in use.

Which audio interface, buffer size, sample rate?
8700K should deal with Repro without issues. I'm on 6700K and no issues at all in Reaper.

The only "tweak" i do is to adjust a power profile in the power options.
In the "advanced settings" you can set the processor to a fixed clock. Either to 99% for non Turbo mode or 100% for max clock. Set the same value in both minimum and maximum processor states,that's it.
Since 1803 windows 10 there is also new power profile called "Ultimate Performance Mode" (google it for activation)
This should pretty much solve your problem.
