New Sonic Arts' Freestyle is multiband and can load VSTs.
DDMF's Metaplugin also.
They both come with crossover plugins.

But then any modular host can do Multiband with a crossover filter plugin

Afaik Magma also loads VSTs.

Wow. If you're in the US, they deduct VAT and you can get MB7 or Late Replies for about $84. That's a 35% reduction from the retail prices, and a Blue Cat sale may not beat that as their sales are pretty conservative.

Last time I checked, yes, also McDSP has only 1 activation. Both use Ilok.
