If I do not have any Forum Notifications then can the button be suppressed? As in the lower mock-up:
That way I will not have to keep clicking on it, to see if there are any.

I don't have an opinion on the suggestion itself, but if you have notifications there will be a circle with a number in it next to the button/link. This is the number of notifications. If that's not there then you have no new notifications, no need to click to check.
