No note-off when stopping playback

When stopping playback of a midi clip, W9 often sends no note-off. This only happens with external synths. When using Collective as a sound source it doesn't seem to happen.
If you repeatedly start and stop, it sometimes misses but not always at the same place. It happens mostly on long notes. When you restart, a note-off is sent at the start.
Is this a bug or can something be done to avoid the problem?
W9 (latest) and Windows 10.

Just checked and I could't repeat the problem in the W10 beta. So it seems like it has been fixed.

This happens to me from time to time with both VST and hardware-based synths. It happened with T6, and isn't unique to Tracktion.
So it might happen with W10, given enough time with it.
One of the big causes, I learned a ways back, is self-inflicted. If you record a MIDI performance from hardware (dedicated or a controller running a plug in), you might be tempted to shorten the resulting clip to fit it into the space on your track...not realizing that you are truncating the NOTE OFF event, which doesn't show up in the clip.
Doing so can cause a note to hang. And often, I suspect it's not Waveform, but the hardware or VST not clearly receiving the NOTE OFF, especially if you instantly follow it with another clip and its own NOTE ON events.
However, I still have a couple of hangers now and then with no explanation.

This isn't what I talk about. The problem here is that notes are not ended when stopping playback manually. That happens to me once in a very rare while. But you're right, I do think that happens in W9 more than it did in T6 for me.

That's happened to me multiple times. It's made some projects very difficult to use. I don't have any insight into it, other than that it happens to me too.
Linux version?

In the Settings/MIDI devices / interfaces, do you have the "Send all-controllers-off when play stops" selected?
