I would like W10 could always set the last clip recorded (overlaping with others) to be in "first place" so when I stop recording I can edit its boundaries with no fuss

Not quite sure what you mean by "in first place"? Do you mean on top of other components, z-order wise?
This is all handled automatically to avoid small clips being obscured behind larger ones. Perhaps if you can post a screenshot of the specific layout we can see if we can tweak the algorithm?

it might seem an over-coded toy, but what if -
I hover with cursor in a small stripe at the bottom of a clip, maybe within 1 mm of lower border,
and when at the x-position there is more than one clip in the track, after 1 second the focus starts to toggle among all clips at this position. but only when I click at the right moment, the focus will stay permanent. if I move just away, nothing changes.
