Do I have to un-authorize or remove the license from my old computer before I install and register Waveform 9 to my new computer? It is currently installed and registered on a desktop (Win10) and laptop (Win8.1). I'm switching laptops and keeping the desktop installation.

No. You can install on 3 machines. There is no unauthorize procedure. You can get the count reset by emailing support if you hit the limit.
