How to unlock the Collective plugin?

That's weird. Something hasn't worked proplerly.
I've just noticed that if you click on a plug-in and then the Scanning and Sorting button, there's an option to open the folder containing the selected plug-in. For Collective it's Program Files/Steinberg/VstPlugins, so why yours isn't listed with the + is odd, especially as your plug-ins are all ticked.
I think I'd better leave you to the expert.

"Collective (64 bit)" is shown in your plugin list so it should be available to your Edits.
Perhaps you've changed the display order or sorting somehow so it's not appearing?
Can you show a screenshot of the bottom part of that screen?
If you use another method to add plugins (like right clicking the ">+>" icon in the top right, or using the "Search" side panel), can you Collective there?

I cleared my list and rescanned and it's populated the + icon with the usual manufacturers.
If you do go through reinstalling, you'll be okay with your redeem number, etc. The T-Dev chaps will make sure of that (though you might have to wait till the morning).

Installing/reinstalling is unlikely to make any difference. This doesn't uninstall the settings where the plugin list information is stored. Can you please do the following:

If that still doesn't show anything, you can delete (or rename for safety) your settings folder which will force a factory reset. This can be found in "C:\Users\USERNAME\AppData\Roaming\Tracktion\Waveform". Close Waveform, rename the "Waveform" folder (to something like "Waveform_backup") then start Waveform again and do a plugin scan. I did what you suggested dRowAudio, and it worked, now I have populated the "+" button, but another thing rised, the collective interface, doesn´t have instruments (attached image) and then I went to the directory and is empty, reinstalled collective (from the web download) and nothing....
I found a couple of *.bin files in another disk (where the installation archive resides) but I can´t find a way to get the instuments where they are supposed to be...

Have you installed the Collective Content?
If you click the cog icon in the top right of the Collective UI you'll see the global menu appear. Near the bottom is an option to "Check for Updates". Press this and you'll see an option for the "Collective Content". Click download on that item, it will download via the web browser.
Once download, make sure you run the installer.
Afterwards, relaunch Collective and it should find the samples.

If you have installed the content, and it's not playing anything back, double-check where Collective is looking for it under the gear icon. I've had this mysteriously disassociate its path in the settings. Re-pointing it to the default location was all I needed to do to fix it, and I've had zero problems with Collective since.
Spotify, Apple Music, YouTube, and even Deezer, whatever the hell Deezer is.

I finally got the list showing, and Collective and other plugins are working.
I’m still struggling with what’s the correct location for everything, I mean, where are the correct place to keep the plugins, Steinberg folder, Common/VST, Common/VST3....etc.
But seems to me that Waveform is powerfull and I’m starting to nail it.

By convention VST plugins live in "C:\Program Files\Steinberg/VstPlugins".
VST3 plugins in "C:\Common Files\VST3"
VST3 plugins in "C:\Common Files\VST3"
