can't stretch clip in w10

i try to stretch a clip by holding alt and pulling the clip but it doesn't work. do i need to turn auto tempo off?

Yes, you have to disable "auto-tempo" for alt-stretch to work.
Auto-tempo is telling the clip to sync to the Edit's tempo so you can't set a manual speed-ratio at the same time.
