They always have.

Any 3rd library that runs in Kontakt Player has to play a licensing fee to NI for the privilege.
My main tools: Kontakt, Omnisphere, Samplemodeling + Audio Modeling. Unify = godsend. Tari's libraries also rock.

One good thing about free Kontakt instruments is that the samples are often in .wav format, so even if you don't own Kontakt, you can load them up in a sampler of your choice if you find the sounds compelling enough.

In theory you can extract the samples from compressed .ncw libraries by exporting from Kontakt Player, but in practice, I've found that there are often random amounts of silence added to the beginning of the files, and I haven't found a satisfactory way to automatically batch trim them.

Just a note, you can vary the start time on the wave files in Kontakt and depending on how much you want to physically edit the files, you can just change the start instead of editing tightly. In fact some Kontakt instruments have files with a dozen waves in one file and the instrument just has a start and stop at the right place in the file for each note.
