What's the procedure for license transfer?

As far as I know the Dash are ok with license transfers. (liquih that is). What's the normal procedure of selling a dashsig vsti?

is it:

1) wait for paypal notification
2) inform liquih who the new owner is, so he gets an account at dash (and I loose the dl option for the instrument in question)
3) voila

or ...
