Cursor Skips Back at Beginning of Playback in W10

If I start playback from the beginning of a song the cursor quickly skips back about 1/8 bar before playing. This only happens if I start playback from the beginning: 1, 1 ,000. If I start playback further in it doesn't skip back. It doesn't do this in W9. Playback is normal otherwise.

Was this implemented to try to catch the lost MIDI notes at the beginning of clips some are experiencing?

I've also noticed that Sugar Bytes Looperator crashes if I start the song from the beginning with Looperator on a track that has a clip at 1, 1 ,000. It plays fine if I move the clip or if I start playback further in.
This is on a desktop and laptop, both Win10-64.
