Isn't it just a tad too Xmas-tree like ? Why so many different colours ? Each delay 'enable' does not need its own colour isn't it ? It's an enable and it has the same function. Maybe instead have their backgrounds slightly brushed with different colours like it is for the 'medium', 'soft' and 'tape' switches to distinguish them and leave the enable buttons of the same colour as any other enable button in the system.
It's surely just me, and it might be just today, but I find that there's some kind of 'unrest' with the UI. My eyes do not rest easily upon. They go from one knob to the other, one UI feature to the other. The UI somehow 'jumps' at me. I wish I could reduce slightly the gamma on it or something to make it more 'peaceful'. The neon theme is great, but maybe just a bit less contrast ?

I've been using v13 for a few weeks now... there are some elements that are going to take some getting used to, including the use of colour.
For me the biggest pain point, and one that I have NOT adapted to, is the forced use of certain control types, specifically knobs. I like sliders, or whatever the name for the smallest sized control where it's a single bar. This made the plug-ins really condensed. I am not a fan of knobs at all in the melda UI. Just looking at the image above, those three large knobs look very poorly placed and there is a large amount of dead space next to the knob. As a result, I'm finding v13 takes up a lot more space on my screen, which is not welcome and I don't see the benefit.

As far as taking space there's the same usage of those bars. I do not at the functional level have something against that apart from seeing that I would perhaps have to replace my 'square' monitor eventually, but visually it takes an awful lot of 'dead' space.

Well it is named NEON, after all - so you will get bright colours by default.
Did you try
(a) making the Highlights colour darker, in the Style Configuration.
(b) turning off Colourisation in the Settings.
(c) changing the Highlights colour.

Not specifically in Neon. Other Styles might offer it (probably as the "Text and Shapes" colour). You can try making the "Background" colour darker.
