Does the free T7 download come with the chord plugin to quickly enter chord progressions?

The chord thing isn't a plug-in, it's built in, but only from version 8 onwards, I'm afraid. However, if history is any guide, version 8 may well be the new free version by September.

You can get Waveform 8.3 OEM with certain hardware https://www.tracktion.com/products/waveform-daw-oem
Behringer has some audio interfaces under $50 that qualify, so if you a looking to go from T7 to W8 that would be an affordable way (you also get upgrade pricing to W10).

I believe the chord track was only added in W9? If you look at the version comparison charts on that page it is not included in W8 (the current "OEM" version).

W9 will probably become the "OEM" version around the time that W8 becomes the free version, I would expect.

Ah, the pattern generator was added in W8, but the chord track was added in W9. That is the difference.
