I think the "Phase analysis tool" in MOTU's Cuemix software (which works with their interfaces) will do it, in both rectangular and round forms, see here:

Admittedly, neither of these are cheap options (unless you have MOTU hardware already).
In the interveneing time did you find anything else that can do the job?
The adobe audition phase wheel (as mentioned below) might be useful too. Again, not cheap... (monthly subs or find a copy of CS6, CS5 etc)
I'm coming from this from the requirement of tuning azimuth in tape decks.. The MOTU rectangular version works wonderfully for me, but I don't want to be tied to MOTU forever...
