Just to double check as I'm new to tuning files. Each note in the scale, is listed corresponding to cents?

If you search for tutorials, you will find some on Sevish's blog. There is also a big historical archive with many tunings including ethnic or theoretical on huygens fokker site.
FM synthesis is a good choice for microtonal timbres - there is a connection between carrier and modulator ratios (and the resulting spectrum) and regular musical temperaments, you may want to read on Stern-Brocot tree.
