Well, through this event, no doubt many Germans just did--switch to Google, Hotmail, etc.
I make jokes, but to me this whole thing smacks of chicanery. Think for a moment what '44.1% German market share' means to the competition. Now, in light of spying, plus much more that Google/MS is known to do (with no compunction), the question might be, what won't they do? I'd never rule out that an event like this could be contrived.
