Many plugins: Zynadsubfx, dexed, helm, Aspect, reset to initial patch when a clip starts. I can change a sound when a clip is playing, but when it goes to another copy of a clip or to the start of a song it changes.
I've also experienced a bug when i clone a clip: midi notes are positioned in different places.
All of this started after i have updated to 10.3.1. Ive downgraded to 10.2.1 but the bug with reseting plugins remained.

No, it happens in new edits, and clips.

Does it reproduces with clean ~/Tracktion profile? Maybe there are read-only files in, or SELinux/AppArmor issue.
