What's the reason Sample Start / End Loop etc not able to be modulated?

Since everybody and there mom has probably been asking about this, I am wondering if there is a specific reason why Sample Start/End, Loop, Stretch Factor etc are not able to be modulated? Is it a technical limitation that keeps this from happening?
