I can see it, operate it but it has no effect on overall volume. Volume on Individual tracks works.
It’s the same will all project I’m working on.

I believe you mean Waveform 10? I can't replicate this. Can you give some more information? I think you might have had automation armed for your master volume fader, and it might have recorded the automation.
Please check if that's the case, and delete the automation curves. It should probably fix your issue.
