Bug or feature? Copy-pasting from a folder track requires pasting one track below.

I wanted to block-edit an arrangement by working with a folder track. But it appears that items copied from the folder track level need to be pasted within the first folded track instead, i.e. one level below, or else pasted clips land one track too high, and the clips from the last folded track are not pasted in. See what I mean here:

Is this a bug or a weird feature?

NB: duplicating a folder clip has the same issue.
