Is there any way to get to the included synths in Waveform 10 (Subtractive, 4OSC) to respond to Midi Program Change?

Yes. I tested with 4osc.
(1) Add a MIDI clip to your track containing 4OSC .
(2) Double click to MIDI clip to open up the piano_roll.
(3) You will see an automation lane with 'program change' at the bottom of the piano roll ( if this is not the default simply press the + button beside 'controllers' and choose 'Program Change' and a new lane will be created.
(4) Use the pencil tool to draw in the changes you require

Ok I've just noticed that these program changes have no effect on 4OSC, I should have actually tested the audio output before posting my initial comment ... I will investigate further tho!!

What would you expect program changes to do in a synth without a fixed number of presets? How would you map a program change to the preset you wanted loaded?

From the testing I've done of various VST synths, the number of presets do not effect the operation of MIDI Program Change. The program change tells the synth to play a specific patch #. If the patch # doesn't exist on that synth then the program change is ignored.

Mapping of the patch number to a MIDI Program Change Number is done within the synth. It is part to the synth's internal programming.
