Is it possible to add transients to an audio waveform and snap them to grid ?

I strongly advise to look at Groove doctor section in the manual. Because Waveform offers quite complex tool for this task. YOu'll be surprised.

Groove Dr. is probably the best tool for this.
Or you can use "Warp Time" in the clip properties or add it as a clip effect.
